CubeID Enroll

CubeID Enroll captures biographical information (demographics) as alphanumeric text keyed-in from paper forms, pre-registered over the Internet or from digitization of scanned forms. The application can be used on desktop PCs as well as handheld devices for registration in remote areas:

Online Pre-registration

This module allows an applicant to fill the relevant application form online. The online form is often displayed in local languages for easy comprehension. Usually application forms are for:

• New registrations
• Renewal
• Replacement of damaged or lost passports.

Once complete with validation checks passed, the applicant is able to print the form for later submission. The form will contain a unique ID number in digits as well as barcode. This number will be used by the data entry officials to identify the applicant from the database. This saves enrollment operators time to enter data and also minimizes errors by the data entry operator.

Digitization Module

Often government and other running agencies have filled paper application forms for existing users that need to be imported into the electronic system to avoid data duplication and reduce data collection overhead.
The Digitization Module provides tools for extracting text data using Optical Character Recognition,as well as fingerprint and photo from scanning the pre-filled paper forms.
The data entry component for the scanned documents supports cascade view of scanned form and extracted data, as well as vetting of multiple entries of same form (by multiple data entry operator, at times done to reduce data entry errors).
Fingerprint extraction comes with image segmentation to reduce noise, WSQ compression meeting WSQ Gray-Scale Fingerprint Image Compression Specification Version 3.1 and image quality score for each fingerprint recorded, based on ISO 29794-4 standard.
The photo extraction tool ensures ICAO Full Frontal Image requirements (ISO/IEC FCD 19794-5) based on eyes and mouth detection and incorporates intelligent photo cropping to meet target quality benchmark.

Proofing after Enrollment

A key step after enrollment is to verify the authenticity and uniqueness of the entry. The proofing tool helps the vetting of the applicant by searching for relevant data in external sources. Finally, qualified specialists in the registration team review and adjudicate all of the proofing and vetting results. The process can be done in batch or individually, depending on the type of credential and the local laws and policies and authoritative sources. For example, ICAO and leading passport agency best-practices and policies encourage that a passport applicant’s claimed citizenship status and identity be verified by a minimum of one, and preferably two or more, authoritative sources such as other government agencies that register and issue reference credentials such as birth certificates, driver licenses national ID cards, voter registration ID cards, etc.
Furthermore, any available criminal history and behavior checks can be leveraged to determine if the applicant may have been involved in criminal, terrorist, or counterfeiting activities in the past that may prevent them from receiving an admission. For example, a variety of text-based databases are hosted and maintained by Interpol that are available to deliver criminal, terrorist and counterfeiter query results to an adjudication officer to help establish a risk level for each applicant.
